Ka momente në jetën e një kombi kur historia nuk troket në dyer të mëdha, por lind në zemrat e njerëzve të zakonshëm që guxojnë të bëjnë gjëra të jashtëzakonshme.
Një moment i tillë ishte 21 shkurti i vitit 1991.
Atë ditë Devolli nuk fitoi thjesht një degë partie. Atë ditë fitoi të drejtën për të folur.
Fitoi zërin që për dekada i ishte mohuar.
Fitoi shpresën se edhe një krahinë e vogël, por me shpirt të madh, mund të bëhej pjesë e një ndryshimi që do të prekte gjithë Shqipërinë.
Pas një dimri të gjatë heshtjeje, erdhi pranvera e demokracisë. Lëvizja e Dhjetorit 1990 dhe lindja e Partisë Demokratike më 12 dhjetor të atij viti u pritën në Devoll jo vetëm me gëzim, por me një ndjenjë të thellë çlirimi.
Ishte sikur një dritare të hapej pas shumë vitesh errësirë dhe njerëzit të shikonin për herë të parë qiellin e lirisë.
Por liria nuk erdhi vetë.
Ajo pati njerëz që e kërkuan. Pati njerëz që e mbrojtën.
Pati njerëz që vunë mbi supe përgjegjësi kur ishte më e lehtë të qëndroje mënjanë.
Ata ishin intelektualët dhe qytetarët e Devollit që nuk pyetën: “Çfarë fitoj unë?”
Ata pyetën: “Çfarë mund të bëj unë për të ardhmen?”
Ata udhëtuan drejt Tiranës me besimin se historia po hapej dhe u kthyen në Devoll me një amanet: ta sillnin demokracinë në vendin e tyre.

Këta nuk ishin thjesht organizatorë.
Ishin njerëz që morën mbi vete barrën e një kohe historike.
Ishin ata burra që vunë themelet kur ndërtesa e demokracisë ende nuk dukej.
Dhe më 21 shkurt 1991, me praninë e Azem Hajdarit, simbolit të Lëvizjes Studentore të Dhjetorit dhe tribunit të demokracisë, së bashku me Rexhep Ukën, Petrit Dodbibën dhe Zef Qiricin,- Devolli shkroi një faqe që nuk duhet të harrohet kurrë.
Sepse historia nuk mbahet mend vetëm për fitoret.
Historia nderon ata që patën guximin të luftojnë edhe kur rruga ishte e pasigurt.
Sot, pas kaq vitesh, kur kujtojmë atë ditë, nuk kujtojmë vetëm një strukturë politike.
Kujtojmë një brez njerëzish që besuan.
Kujtojmë burra që e vendosën dinjitetin mbi frikën, dhe idealin mbi interesin personal.
Nderim për themeluesit e Degës së Partisë Demokratike të Devollit.
Nderim për çdo demokrat dhe qytetar që kontribuoi në rrugën e demokracisë. Sepse 21 shkurti 1991 nuk është vetëm një datë në histori.
Është kujtesa e një brezi që pati kurajon të ndizte dritën, kur shumëkush ende kishte frikë nga errësira.
Kur i kërkova Ilos të shkruaja për kontributin dhe aktivitetin e tij në Partinë Demokratike, përgjigjia e tij ishte më shumë se e një fisniku; Nuk dua të publikohet aktiviteti im ndër vite, shkruaj për Degën e Devollit.

There are moments in the life of a nation when history does not knock on grand doors, but is born in the hearts of ordinary people who dare to do extraordinary things.
Because freedom does not come by itself.
It has always had people who searched for it. People who defended it. People who carried responsibility on their shoulders when it would have been easier to remain silent.
With deep respect, we honor the intellectuals and founders of the Democratic Party Branch of Devoll.
Ilia Milo was one of the organizers and founders of the first sections of the Democratic Party in this region, as well as one of the key contributors to the establishment of the Bilisht–Devoll branch.
21 February 1991 – The Day Devoll Found Its Voice
There are moments in the history of a nation when a new chapter begins.
One such moment was 21 February 1991.
On that day, Devoll did not simply establish a political branch. On that day, Devoll gained the right to speak.
It regained the voice that had been silenced for decades.
It gained hope that even a small region, but with a great spirit, could become part of a transformation that would change the entire country.
After a long winter of silence came the spring of democracy.
The December 1990 Movement and the birth of the Democratic Party of Albania on 12 December 1990 were welcomed in Devoll not only with joy, but with a profound sense of liberation.
It was as if a window had opened after many years of darkness, allowing people to see the sky of freedom for the first time.
But freedom did not come alone.
It had people who demanded it. People who protected it. People who accepted responsibility when fear was still present.
They were the intellectuals and citizens of Devoll who did not ask:
“What will I gain?”
They asked:
“What can I do for the future?”
They traveled to Tirana with the belief that history was opening a new page, and they returned to Devoll with a mission: to bring democracy to their own homeland.
The Birth of Democratic Organization in Devoll
At a time when the shadow of the past was still strong, they raised their voices.
At a time when fear still lived in people’s memories, they showed courage.
At a time when freedom of speech was only beginning to breathe, they started building its foundations.
The creation, in January 1991, of the first Democratic Party sections in Pilur, Cangonj, Tren, Mançurisht, Bilisht and throughout Devoll was not merely a political organization.
It was an expression of civic determination.
It was proof that democracy had entered the hearts of the people.
Above all, it was a rightful demand:
Devoll deserved to have its own voice.
Devoll deserved to no longer be a forgotten region.
Devoll deserved the place it had earned in the history of Albania.
On 15 February 1991, the decisive step was taken with the creation of the Initiating Commission for the Democratic Party Branch of Devoll.
Among those who united in this historic effort were names that deserve not only remembrance, but gratitude:

They were people who carried the weight of a historic moment.
They laid the foundations when the building of democracy was still only a dream.
21 February 1991 – A Historic Day for Devoll
On 21 February 1991, with the presence of Azem Hajdari, the symbol of the December Student Movement and a leading figure of Albanian democracy, together with Rexhep Uka, Petrit Dodbiba and Zef Qirici, Devoll wrote a page of history that must never be forgotten.
History is not remembered only for victories.
History honors those who had the courage to fight even when the road ahead was uncertain.
Today, after so many years, when we remember that day, we do not remember only the creation of a political structure.
We remember a generation of people who believed.
We remember men who placed dignity above fear and ideals above personal interest.
We remember those who left us a powerful message:
A society changes only when good people refuse to remain silent.

Honor and respect to every democrat and every citizen who contributed to the journey of democracy.
Because 21 February 1991 is not simply a date in history.
It is the memory of a generation that had the courage to light the flame of freedom when many were still afraid of the darkness.
