In 1880, Lord George J. Goschen (1831-1907) was the extraordinary ambassador of the Great Britain to the High Gate in Istanbul.
In the letter dated July 26 of this year which Goschen addressed to Lords Granville and Fitzmaurice, was laid the necessity of the commitment of the great powers of that time, in the realization of an old and well-known European project for the preservation of the race and the creation of an independent Albanian state in the Balkans. On this project and very important historical document are based all the memorandums for the independence of Albania, including the memorandum of 1903 that Ismail Qemal Bey Vlora had sent to the Sultan and the great powers of the time.
In Lord Goschen’s letter, first of all were argued the injustice of the decisions of the Treaty of Berlin (1876) against the Albanian population and territories that were still occupied and thrown into the market of rewards and compensations that the occupying empire had undertaken, when it was experiencing the end of a terrible 500-year rule in Albania and the Balkans. On this document again was argued the fact that the creation, consolidation, and preservation of a stable Albanian state, has been, is and will remain one of the most important political projects in Europe.
In this letter, Lord Goschen wrote: “This ancient and distinguished race has seen that the nationality of other neighbouring races are benefiting from the protection of various European powers and that their aims have been realized with an independent existence. She has seen that the Bulgarians have been completely emancipated in Bulgaria and partly in Eastern Rumelia. She has seen that Europe’s ardent desire is to liberate from Turkish yoke the territory inhabited by Greeks. She has seen that the Slavs in Montenegro are defended with perseverance and enthusiasm by the great northern Slavic empire. She has seen that the question of the East is resolved according to the principle of nationality and that the Balkan Peninsula is gradually being divided into different races according to the same principle. Meanwhile, Albanians have seen that they are not treated the same. Its nationality is not being recognized and the territory inhabited by Albanians is being located on the north side at the disposal of the Montenegrins, supported by Russia, while in the south at the disposal of the Greeks supported by France ”.
