Financial operations hide mafia and terrorist organizations not states when giving and receiving humanitarian aid
Since August 15, the “Rama” government has said and what it has not said about the shelter of Afghans in Albania, but it has not said only one thing, who exactly bears the financial cost of their reception. And when a government says this, it does so by showing the relevant official agreements and decisions that it is moreover obliged to publish in the official gazette.
The “Endri Fuga” Brigade (named by Edi Rama himself after the name of his director of communication) of the special war on social networks has been mobilized to attack and insult anyone who justifies as above. This brigade these days has been active with comments on my page with templates like: “America gives us the money to keep Afghans.”, “Such agreements are not made public for certain reasons.” “Why would you? show these agreements. ” etc.
The common denominator of all these commentators is that they like regular posts on social networks on the pages of Edi Rama and Erion Veliaj.
Indeed, it has never happened in the world that states hide funding for humanitarian purposes, especially when they are publicly engaged in a humanitarian issue, as is the case of the US ambassador to Albania who is present when every plane comes with Afghans to ‘on behalf of the US in… Albania.
So why should the US keep it a secret that it is paying the costs of keeping Afghans in Albania, if that were true? Financial operations hide mafia and terrorist organizations, not states, especially in the case of humanitarian aid.
The US has a special state aid agency called American Aid. (US-AID)
Even less would there be a reason for the Albanian government to hide American funding for holding Afghans.
According to the Decision of the Council of Ministers (DCM) no. 501 of 25 August 2021 “On granting temporary protection to Afghan citizens and stateless persons with temporary and permanent residence in the Islamic Republic of Afghanistan and establishing a task force to manage the influx of international protection seekers” signed by Prime Minister Edi Rama has created a government task force to implement this decision, which includes the Minister of Finance and Economy.
Letter (d) of the decision states that this task force has, among other things, this task:
“Analyzes additional budget requests for operation, expenditures and necessary material base and coordinates donor funds for this purpose.”
So, according to this decision that has been published in the official gazette and has legal force, any foreign financial assistance for the maintenance of Afghans passes through the official Albanian government channel. And so it should be.
Which means that even the US state financial aid that in such cases is provided through USAID should be channeled through an intergovernmental agreement.
The decision does not differentiate between state and private donors, all aid must go to the Albanian government channel.
So the Albanian government administers foreign state and private financial aid that can come to cover the cost of keeping Afghans in Albania.
Every government in the world that makes a decision like the one above feels obligated to be transparent, a word that in Albanian means “transparency” about the amount and manner of use of international financial assistance it has received for humanitarian purposes.
Otherwise it will be thought that this government has stolen this financial aid for humanitarian purposes.
In our case, the Rama government has not yet stolen anything from international financial aid to hold Afghans because it has not yet received anything.
If he had received even a million dollars, we would have read this at least as news from Edi Rama on Facebook or Twitter, along with reprimands and insults to those who had doubts about facing the financial cost of keeping Afghans.
So far, the cost of keeping Afghans is being borne by Albanian taxpayers. And this is the common shame of the USA and the “Rama” Government because the Americans are using a corrupt client regime to steal the poor Albanian people, to shelter in Albania in privileged conditions the wide grouping of the corrupt former regime and overthrown Afghan./Kastriot Myftaraj
