Taulant Balla
1. National Lottery
On 5 March 2013, the Albanian Parliament voted 73 in favourand 61 against approved the granting of the Austrian lotteries license for the National Lottery. The socialist opposition was against the license for the National Lottery.
The Socialist Party claimed: “We will undo the shameful concessions”
Upon coming to power by the end of 2013, the Socialist Party instead of closing down the Lottery, decided to appoint the sister of Taulant Balla (Head of the Socialist Party Partiamentary Group) as the Head of Marketing for the National Lottery. The socialists have not mentioned it ever since.
2. Illegal profits
In March 2013 during a political debate, Taulant Balla was questioned about 75,000 euro gift he had claimed to have obtained. This question was not welcomed by Balla who kicked the opponent and threaten to kill him.
3. Undeclared luxury coming from illegal sources
The wife of Taulant Balla (then the Head of SP Parliamentary Group) had posted on New Years’ Eve of 2014 several very expensive gifts including Hermes bags etc. none of those luxury gifts were reported in the mandatory declaration that Members of Parliament are obliged to fill in.

Similarly, Taulant Balla has been noticed with several expensive watches and he has not reported not a single one to the obligatory declaration institution.
4. Links to organized crime – Edmond Bego
Edmond Bego was detained by Greek Authorities back in 2018 for an offense in Italy. Bego was sentenced in Italy for 18 years imprisonment as a drug ring-leader, but he was transferred in Albania where he served less than 4 years and was released. Once out, he got very close with Taulant Balla and have travelled abroad together some 57 time, including several times by charter flights. There were speculations that Balla has provided immunity cover for those travels abroad. It was later discovered that Mr. Bego had obtained more than 10 million euros from public tenders while this is prohibited by law.

5. Links to organized crime – Toyota Yaris cash car
In June 2018 the then head of the Democratic Party Mr. LulzimBasha spoke publicly that Mr. Taulant Balla had given guaranteed for the transport of about 5 million euros by a Toyota Yaris to come to Albania. Few days later, a Toyota Yaris (or Auris) was held in the Durres Port and some 3.4 million euros cash were found inside. The opposition claimed that this was Mr. Balla’s doing.

Apparently that was a cover operation led by Belgian authorities.
The money was planned to come to Cela gang in Elbasan, while Mr. Balla was the head of the Socialist Party for the Elbasan District.
Within a few months – upon political pressure – the serious charges were dropped to all the accused and they were only charged for the minor one failing to declare cash at the customs

Balla was quick to claim that the Judiciary had cleared him and they were shameful rumors.
However, the latest actions of Belgian, French and Dutch authorities that decoded encrypted messages showed that Mr. Balla was supporting the traffickers and that several prosecutors and investigators were crooked by political pressure and corruption money. A Prosecutor was arrested, an investigator is wanted but remains at large.
The decoded messages also provide clear evidence that Mr. Taulant Balla (who is called Tao) is widely mentioned as requesting the investigators and prosecutors to drop charges. The political-captured judiciary do not dare to act on Ballaalthough the facts are alarming. Some prosecutors sponsored by the Socialist government at the Special Prosecution Office also appear implicated in this case.
6. Links to organized crime – Links to the Suel Cela’s gang in Elbasan
Taulant Balla has close ties with almost any traffickers’ gang in Albania but most notably those ties were clear during the Election campaign in 2021. Balla asked for help the gang ofSuel Cela who were engaged to buy votes for Mr. Balla and SP. A member was caught by opposition trying to buy votes and he was stopped and the police was summoned. Members of the Cela gang arrived armed and opened fire, and one member of the opposition returned fire. One person remained dead at the scene. The prosecutor claimed at a press conference that no election material was found at the site. Later on, evidence at trial showed that money and election material were in fact seized and that the police did not act. The lying prosecutor (Alfred Shehu) was promoted by Mr. Balla to be part of the Special Prosecutors.
Balla sponsored several prosecutors that serve his interests: Kreshnik Ajazi is now head of Prosecution office in Elbasan, while Alfred Shehu, Behar Dibra, Elvin Gokaj and EnkeledaMillonai were promoted the Special Prosecutors against Organized Crime and Corruption.
7. Prosecution files (SKY ECC)
The judiciary in Albania is captured by the Prime Minister. The opposition leader made public a single paragraph from the Prosecution files which shows that Mr. Balla was in active contacts with Cela’s gang. The gang members agreed not to ask for any futher public tender or other favors apart of those already agreed, but they asked to imprison their rival gang. Balla asked if they could guarantee the voted if we decide to imprison those asked. When the gang member gave guarantees, Balla’s response was “they will be imprisoned within this year”. They were arrested only few weeks passed the 1-year deadline, and 1 month prior to elections in 2021.

Lidhje me krimin e organizuar – Lidhje me bandën e Suel Çelës në Elbasan
Taulant Balla ka lidhje të ngushta me pothuajse çdo bandë trafikantësh në Shqipëri, por më së shumti ato lidhje ishin të qarta gjatë fushatës zgjedhore të 2021. Balla i kërkoi ndihmë bandës së Suel Çelës që merrej me blerjen e votave për z. Balla dhe PS.
Një anëtar u kap nga opozita duke tentuar të blejë vota dhe u ndalua dhe u thirr policia. Anëtarët e bandës së Çelës kanë mbërritur të armatosur dhe kanë hapur zjarr dhe një pjesëtar i opozitës ka kthyer zjarr.
Një person ka mbetur i vdekur në vendngjarje. Prokurori pohoi në një konferencë për shtyp se në vendngjarje nuk u gjet asnjë material zgjedhor.
Më vonë, provat në gjyq treguan se në fakt ishin sekuestruar para dhe materiale zgjedhore dhe se policia nuk veproi. Prokurori gënjeshtar (Alfred Shehu) u gradua nga z. Balla të jetë pjesë e prokurorëve të posaçëm.
Balla sponsorizoi disa prokurorë që i shërbenin interesave të tij: Kreshnik Ajazi është tani në krye të Prokurorisë në Elbasan, ndërsa Alfred Shehu, Behar Dibra, Elvin Gokaj dhe Enkeleda Millonai u promovuan në prokurorë të posaçëm kundër krimit të organizuar dhe korrupsionit.
Lidhje me krimin e organizuar – Edmond Bego
Edmond Bego u ndalua nga autoritetet greke në vitin 2018 për një vepër penale në Itali. Bego u dënua në Itali me 18 vite burg si drejtues rrjeti droge, por u transferua në Shqipëri ku kreu më pak se 4 vjet dhe u la i lirë. Pasi doli, ai u afrua shumë me Taulant Ballën dhe kanë udhëtuar jashtë vendit së bashku rreth 57 herë, duke përfshirë disa herë me fluturime çarter. Ka pasur spekulime se Balla ka siguruar imunitet për ato udhëtime jashtë vendit. Më pas u zbulua se zoti Bego kishte marrë më shumë se 10 milionë euro nga tendera publikë, ndërkohë që kjo është e ndaluar me ligj.
🕳️Lidhje me krimin e organizuar – makinë me para të gatshme Toyota Yaris
Në qershor 2018 kreu i atëhershëm i Partisë Demokratike z.LulzimBasha foli publikisht se zoti Taulant Balla kishte dhënë garanci për transportin e rreth 5 milionë eurove me një Toyota Yaris për të ardhur në Shqipëri. Pak ditë më vonë, një Toyota Yaris (ose Auris) u mbajt në portin e Durrësit dhe aty u gjetën rreth 3.4 milionë euro para cash. Opozita pretendoi se kjo ishte vepër e zotit Balla.
Me sa duket ishte një operacion mbulesë i drejtuar nga autoritetet belge.
Paratë ishin planifikuar t’i vinin bandës së Çelës në Elbasan, ndërsa zoti Balla ishte kreu i PS-së për Qarkun e Elbasanit.
Brenda pak muajsh – me presion politik – akuzat e rënda u hoqën ndaj të gjithë të akuzuarve dhe u akuzuan vetëm për mosdeklarimin e parave të gatshme në doganë nga i mituri.
Balla nxitoi të pretendonte se drejtësia e kishte pastruar dhe ishin thashetheme të turpshme.
Megjithatë, veprimet e fundit të autoriteteve belge, franceze dhe holandeze që deshifruan mesazhet e koduara, treguan se zoti Balla po mbështeste trafikantët dhe se disa prokurorë dhe hetues ishin shtrembëruar nga presioni politik dhe paratë e korrupsionit. Një prokuror është arrestuar, një hetues në kërkim por mbetet në kërkim.
🕳️Mesazhet e deshifruara japin gjithashtu prova të qarta se zoti Taulant Balla (i cili quhet Tao) përmendet gjerësisht se kërkon nga hetuesit dhe prokurorët heqjen e akuzave.
Gjyqësori i kapur politikisht nuk guxon të veprojë ndaj Balla, megjithëse faktet janë alarmante. Në këtë rast, duken të implikuar edhe disa prokurorë të sponsorizuar nga qeveria socialiste në Prokurorinë Speciale.
🕳️Dosjet e Prokurorisë (SKY ECC)
Gjyqësori në Shqipëri kapet nga kryeministri. Kreu i opozitës bëri publik një paragraf të vetëm nga dosjet e Prokurorisë që tregon se zoti Balla ishte në kontakte aktive me bandën e Çelës. Anëtarët e bandës ranë dakord të mos kërkonin ndonjë tender të mëtejshëm publik apo favore të tjera përveç atyre të rënë dakord tashmë, por ata kërkuan të burgosnin bandën e tyre rivale. Balla pyeti nëse mund të garantonin të votuarit nëse vendosim të burgosim të pyeturit. Kur anëtari i bandës dha garanci, përgjigja e Ballës ishte “ata do të burgosen brenda këtij viti”. Ata u arrestuan vetëm pak javë kaluan afatin 1-vjeçar dhe 1 muaj para zgjedhjeve në 2021.
