Shqipëria ka kryesimin e radhës (rutinor) të drejtimit të Organizatës per Siguri dhe Bashkëpunim në Evropë.
Kjo periudhë, simbas kalendarit të paracaktuar, përkon me vitin 2020.
Sigurisht që është një vendim proçedurial dhe nuk ka të bëjë me autoritetin e vëndit që e kryeson.
Si vjen Shqipëria në këtë përfaqësim ?
Pa ndrojë, shkruaj, se e turpëron këtë institucion.
Mendoj se do të jetë hera e parë dhe e fundit, që një institucion ndërkombëtar, do ketë si kryesues objektin e Tij të vëzhgimit dhe problematikës. E njëjta situatë, sikur një të pandehur ta vësh shef sigurie të gjykatës.
Viti që lam pas ishte një vit traumatik në politikën, qeverisjen, ekonominë dhe përballjen me natyrën.
Në shkurt të vitit 2019, opozita braktisi parlamentin duke konstatuar dhe përcaktuar si produkt ì krimit dhe blerjes së votave.
Ky vendim gjeti mbështetje të gjerë në opinionin e brendshëm dhe u pasua nga dhjetëra protesta të fuqishme kombëtare. Në të njëjtën kohë, qindra vatra të tjera protestash vlonin në Tiranë dhe qytete të tjera me problematika të ndryshme.
Në zgjedhjet vendore, opozita nuk u rregjistrua dhe demokracia u vu në rrezik serioz. Qeveria organizoj zgjedhje puniste, por pjesëmarrja në farsën e votimeve ishte diku te 450 mijë zgjedhës nga 3 milion të rregjistruar. Pa dekret presidencial, pa garë, pa alternativë dhe pa monitorim, renditja ishte si më poshtë: partia në pushtet (rilindja), e para, partia e të dërguarve me zor, e dyta dhe partitë paterica, të tretët. E qartë se, kryetarët vendor nuk përfaqësojnë vullnetin popullor.
Tashmë edhe këta të emëruar po bien një nga një si dardhë të krimbura, falë ligjit të dekriminalizimit dhe denoncimit që po ju bëhet nga Partia Demokratike. Uzurpoj çdo segment të strukturës shtetërore dhe ndihet zot fuqiplotë, në terren të shkrumbuar. Si të jesh pronar ì një pjese të shkretëtirës, ku jo vetëm uji të mungon, por as rëra nuk të shitet.
Pra infrastrukturë e vjedhur dhe superstrukturë e gremisur, nënkupton totalisht rënie.
Bindja e shumicës së qytetarëve është se ky pushtet nuk ka legjitimitet.
Të tjerat janë përsëritur pa fund, ndaj po ì përmënd shkurt.
Probleme mbijetese ka patur dhe ka ekonomia.
Në infrastrukturë ka bllokim total të investimeve, por virtualisht ndërtohen aeroporte dhe autostrada.
Fuqia aktive dhe të shkolluarit largohen si nga kolera drejt vëndeve të tjera. Biznesi vogël dhe ì mesëm lebetitet në agoni dhe friket nga shtesa e detyrimeve që ju shkon çdo muaj.
Mundësia e likujditeteve shtetërore ka vdekur, mbasi fondet publike destinohen në konçesione miliardash, ndër miq e aktivitete të padukshme, jo të dobishme dhe në disa raste vetëm zhvatëse për popullatën.
Kaq mosbesues janë ata që nënkuptohen si përfitues të një investimi të premtuar, sa nuk e kanë temë bisede veprën, por vënë baste se kujt do t’i jepen lekët. Nëse ka diçka që politikës ì rri mbi kokë si shpata e damokleut, është pikërisht marrëdhënia në raport me besimin.
Kjo është dëshmia më e rëndë për moralin e një qeverie.
Në politikën e jashtme dështimet kanë qenë spektakolare, por fatkeqe për vendin. Evropa ì bëri barrjerë Shqipërisë dhe vuri kushte për të cilat, nuk duket përmirësim.
Në dëshpërimin e fakti të kryer, qeveria u mundua të bëjë një lëvizje prej don kishoti me ballkanin sllav. Reaksioni në popullsitë e dy shteteve shqiptare e hijezoj këtë ndërmarrje.
Tërmeti në fakt shënjoj rënien e zhurmshme.
Një fatkeqësi natyrore, që mori dhjetëra jetë, por nxori dhe të pastrehë mijëra familje.
Shteti doli lakuriq në gjithë gjymtyrët e tij.
Qytetarët janë të braktisur në mëshirën e dimrit. Solidariteti njerëzor nxori zbuluar degradimin e shtetit. Rrallëkush besoj të dërgonte donacionet te struktura qeveritare. Ende pret qeveria, por pritshmëritë e mëdha sjellin zhgënjime të tmerrshëme.
Shumë më tepër fonde grumbulluan organizata apo edhe individë bamirës sesa qeveria. Mosbesimi vret shoqëri, popuj, jo më qeveri.
Në kushtet, kur varfëria hipën në fron, produkt ka mjerimin dhe krimin.
Në të dy zërat jemi kampion.
Fundosja e ekonomisë, rritja galopante e çmimeve në gjithë artikujt dhe shërbimet, privimi ì fjalës së lirë, depresioni ì shoqërisë dhe mungesa e shpresës për ditën që vjen, tregon përmasat reale të krizës në Shqipëri. Në situatë të tillë, duke menduar se gjithë këto fenomene shqetësuese janë më gjigande se vetë qeveria, që ì krijoj, kryeministri duket se mjaftohet me idenë se : Të shkoj, si të shkoj. . .
Presidenca e OSCE – së.
Nuk kam opinion për këtë ecuri.
Kjo është ironi në shkallën sipërore ose me përmasa evropiane.
Di ,që viti 2020, ì cili përkon me presidencën shqiptare, do të sjell realitete të tjera në Shqipëri.
Preludi ì rënies është ngjitja në atë lartêsi.
Në mbyllje, po citoj Ronald Regan kur ishte në garë për presidencën amerikane. Përballë tij, rival, ishte Presidenti Karter.
” Reçensioni është, kur fqinji juaj humbet punën. Depresioni është, kur ti humbet punën. Rimkëmbja është, kur Jimmy Carter largohet nga puna ”
Profecia u përmbushë. Ronald Regan e ringriti Amerikën.

Albania holds the rotating (routine) chairmanship of the Organization for Security and Cooperation in Europe.
This period, according to the predetermined calendar, coincides with the year 2020.
It is certainly a procedural decision and has nothing to do with the authority of the country that chairs it.
How does Albania come to this representation?
No shame, I write, that it shames this institution.
I think it will be the first and last time that an international institution will have as its head the object of observation and problematic. The same situation, as if a defendant was appointed chief security officer of the court.
The year that I left behind was a traumatic year in politics, governance, economics and dealing with nature.
In February 2019, the opposition left the parliament, finding and designating the product of crime and vote buying.
This decision gained widespread support in the domestic public and was followed by dozens of powerful national protests. At the same time, hundreds of other protests were boiling over in Tirana and other cities with different problems.
In the local elections, the opposition did not register and democracy was in serious danger. The government organized labor elections, but turnout was about 450,000 out of the 3 million registered voters. With no presidential decree, no race, no alternative and no monitoring, the order was as follows: the ruling party (rebirth), the first, the party of enforced envoys, the second and crutches parties, the third. Clearly, local mayors do not represent the popular will.
Now, these appointees are falling one by one like lame pears, thanks to the law of decriminalization and denunciation being made by the Democratic Party. It usurps every segment of the state structure and feels full-fledged god, in crumbling ground. How to Own pj a part of the desert, where not only water is missing, but sand is also not for sale.
So stolen infrastructure and torn down superstructure means total decline.
The conviction of most citizens is that this power has no legitimacy.
The others have been repeated endlessly, so briefly.
Survival has had and the economy has.
The infrastructure has a total blockage of investments, but airports and highways are virtually built.
Active and literate power move away from cholera to other countries. Small and mid-sized businesses are left in agony and afraid of the extra burdens they face every month.
The prospect of state liquidity is dead, as public funds are destined for billions of concessions through invisible friends and activities, not useful and in some cases just extortionate to the population.
So distrustful are those who are meant to be the beneficiaries of a promised investment that they do not discuss the work, but bet on whom the money will be given. If there is something that politics stands on like a sword of Damocles, it is precisely the relationship with faith.
This is the heaviest evidence of a government’s morale.
In foreign policy the failures have been spectacular, but unfortunate for the country. Europe made Albania a burden and set conditions for which there seems to be no improvement.
In despair at the fact, the government tried to make a move from don quixote to the Slavic Balkans. The reaction in the populations of the two Albanian states overshadowed this enterprise.
The earthquake actually marked the noisy drop.
A natural disaster that claimed dozens of lives but left thousands of families homeless.
The state came out naked in all its limbs.
Citizens are abandoned at the mercy of winter. Human solidarity revealed the degradation of the state. I rarely believe in sending donations to government structures. The government is still waiting, but high expectations bring terrible disappointments.
Much more funds were raised by charities or even charities than the government. Unbelief kills societies, peoples, no longer governments.
In conditions, when poverty ascends to the throne, the product has misery and crime.
We are champions in both voices.
The sinking of the economy, the galloping rise in prices of all goods and services, the deprivation of free speech, the depression of society, and the hopelessness of the coming day, show the real extent of the crisis in Albania. In such a situation, thinking that all these worrisome phenomena are bigger than the government itself that I created, the prime minister seems content with the idea: To go, how to go. . .
OSCE Presidency.
I have no opinion on this performance.
This is irony in the upper or European scale.
I know that 2020, which coincides with the Albanian Presidency, will bring other realities to Albania.
The downfall prelude is the climb to that height.
In closing, I’m quoting Ronald Reagan when he was running for the US presidency. Opposite him, the rival, was President Carter.
“The recession is when your neighbor loses his job. Depression is when you lose your job. The recovery is when Jimmy Carter is fired. ”
The prophecy was fulfilled. Ronald Reagan restored America.
